Mickey: what's the best monitor under 400 dollars 23"/27" I can find

Hi I'm trying to look for a deal but I don't know much about what performance or freesync stuff gameing high dpi etc. I need a 4k quality one tho if possible, those with perfect black. excellent refresh rate, hdmi connection, durable. what are all the options?
right now I have 23" one and is nice smartv but it didn't have the sharpness of the mac retina display.
