Mickey: What is the cheapest system I can build or buy to run Minecraft on high to very high...

Requirements:

It must be capable of playing Minecraft with a keyboard/mouse and running at 1080p 60fps.

I have never really played Minecraft, this isn't for me, but my niece hates playing Minecraft on her tablet. She wants a proper Minecraft playing setup. So, I want to try to help her out.
