Mickey: What causes CPU hardware delays or surprise ahead of schedule releases

I have heard that CPUs that are released have been in development for like 4-5 years and companies could not just pull a new release or delay CPU to improve performance significantly then release it a few months later as design is almost all done.

Yet if CPUs really took 4-5 years to develop, how was Intel who was getting slammed by Athlon 64 X2 in 2004-2005 with 70% IPC lead able to come up with Conroe which was so superior then release it in 2006 if CPUs take 4-5 years to develop with...
