Mickey: [Solved] Recommend me quiet but quality PWM fans without 0rpm option

I have this issue since I did a platform upgrade Z690 that one of my fans stops spinning after a few seconds I've hit the start button...

I tried different fan headers, different fan profiles and BIOS fan profiles with fans set to 100%, nothing helped, it happened with my noctua and be quiet! fans..

I have one top exhaust fan which never has stopped spinning after system startup, a Scythe which has no 0rpm option it seems...

However I want better fans than this 120mm scythe one.
