Mickey: Lenovo V14 randomly throttles down to 400Mhz or 1Ghz for extended times

Basically what the title says, my Lenovo V14 (core i3 1005G1) will randomly throttle down to 400mhz or 1ghz for no reason even when it is running at more than cool temps, then will go back to its max boost of 3.2-3.4ghz for a while, before throttling back down and becoming unusable again.
