Mickey: CPU goes to 800 or 1300mz without getting hot and BD PROCHOT disabled

I'm currently having a problem with my Dell Inspiron 7577 because of my i7 7700HQ CPU which is throtteling to 1,3Ghz or 800mhz with Tempratures far below the PROCHOT limit. When playing Games the CPU randomly drops to those frequenzies. In the TS Limit Reasons it marks Pl1 as Red when this happens which is weird becasue i have set Pl1 and Pl2 to the default config.
