Mickey: Could this Intel chipset driver issue (Article ID 000023446) be affecting my system...

OK so my issue is that I am only able to play games without feeling everything is a bit off only a short time after installing my windows. How it feels? For example my controller (doesn't matter what brand new/ old) does not have that fine adjustment it should have. Mouse feels a bit off. For example RocketLeague (if you know the title) feels like an entire different game because of this, car is heavy and moves weird, I am absolutely terrible when this happens
