So just to preface this I was thinking here would be the best spot to post this as its a hardware issue causing a software issue. But as it was a pain to solve I thought in case others had this issue they could have the solution that solved it for me. So my friends rig got rebuilt with new motherboard, CPU, SSD, etc and had a bunch of corsair RGB peripherals including the mouse.
