Mickey: What would the perfect Photoshop build be?

For a system that's for Photoshop work only, what is optimal? Puget Systems claims the 9700x beats out everything else overall which seems to contradict the 9800x3d review here. I also can't find a hard answer on whether Photoshop prefers latency or transfer speed for ram.
