Mickey: Strange lag issue persistent throughout multiple windows reinstalls

Asus P8Z77-V-VLX2
2x 4gb 1333mhz ram (1 corsair value and kingston)
1x 8gb hyperx 1866mhz
Corsair gs 750w psu
GTX 680 Refrence
samsung evo 512gb
router : dlink dir 600m
windows 7 ul (fully updated sp1)

so i have a strange issue since my last fix for pc were i changed my motherboard from intel dh61ww [H61] to a asus P8Z77-V-VLX2, and added a 8gb hyperx 1866mhz ram

now i have tried to resolve this in many ways but failed and i cant triangulate the source of...
