Mickey: pc keeps shutting down. on boot, fans turn on and off and on and off

i7 6700
2x8gb
1tb nvme
gtx 1070.

on bootup fan turn on then stop then spin then stop but no post

I took out bios battery let it sit, then retried.

it doesnt get to post.

tried 2 psu. same result.
