Mickey: New PC - Downloading Games Makes Discord/Chrome/File Explorer etc unresponsive ..

Hi there. So I just got a new computer (16GB NVIDIA GeForce RTX 4070 Ti SUPER, AMD Ryzen 7 7800X3D, 32GB DDR5 RAM, Corsair MP600 Core XT SSD) and whenever I download games on Steam/EA etc, it seems to make other programs unresponsive then goes back to normal then makes it unresponsive again? Could anyone advise? ):
