A light googling found: "Zhaoxin (Shanghai Zhaoxin Semiconductor Co., Ltd., also goes by VIA Alliance Semiconductor Co., Ltd.) is Chinese fabless semiconductor company jointly owned by VIA Technologies and the Shanghai Municipal Government."
