Mickey: Is it possible to encode videos in 2 steps using a GPU or a dedicated PCIe card?

I have a lot of videos here with very high bitrate that occupy many GB on my HDs and I wanted to reconvert them in 2 steps to they occupy less GB on my HDs.

I wanted to encode in 2 steps in H.265 or AV1 to get the best possible image quality with low bitrate.

Is it possible to encode videos in 2 steps using a GPU or a dedicated PCIe card specialized in converting video files?
