Mickey: is it normal for my cpu to be clocking down in games for a second

hi can you tell me if this cpu activity is normal. im using a r5 3600 with pbo on plus xmp .
is it normal for the cpu dropping clocks because that/them core is not being used. im seeing core go from 4.2,4.1down to 3.4 pretty much jumping around
