Mickey: intel xeon x5675 not working in dell precision t3500

I just got a xeon x5675 to replace my xeon w3540. Whenever i put my new cpu in my computer won't boot. I've heard this could be caused by not having the cpu fan pluged in, but also heard it could be the bios. I've seen people use this cpu without the fan, only using the original heatsink that came with the t3500. I'm not really sure what the problem is, can someone help me out.
