Mickey: i7-7700 non-K multiplier not showing 42 (8.0-39.0 max) so not reaching 4.2Ghz...

I just replaced the Xeon 1240v5 for a I7-7700 in my Dell Precision T3420 and the maximum speed of the will not go beyond 3.90Ghz. The multiplier seems to be going no further than 39x. See screenshot of CPU-Z:
