Mickey: How come data centers don't recycle the water 100%? Why not have a big pipes that go...

I was just reading about how a Meta Data Center in Texas uses 91 million gallons of water (which is actually really good compared to other companies from what I understand). But how come they don't design like anti-evaporation tubing like an AIO CPU has, and a piping system that goes underground x amount of feet / whatever is optimal distance to cool the water back down, and it simply comes back up and back into parts of the tube system again like an AIO CPU does, but on a much larger scale...
