Mickey: FreeSync monitors don't sync at 1Hz intervals

When I precisely control the game's frame rate, I find that the monitor's reported working refresh rate is a range. For example, at 140-148 fps, the monitor operates at 144Hz. At 136-139 fps, it operates at 139Hz. The monitor doesn't sync at 1Hz intervals. Is this a monitor issue or is this the normal mode of this technology?
