Mickey: 9800x3d and 9070XT still 100 FPS in Pubg?

Hey guys, as you can see in the picture, my PUBG FPS is way below (130) what it should be. I have a 9070XT and a 9800X3D.

HWiNFO is showing 500 FPS.

MSI Afterburner is showing 500 FPS.

AMD software is showing 500 FPS.

But PUBG itself is showing a maximum of 150 FPS. ( Ultra or Low Settings = the same FPS )
Does anyone have any ideas? Is there an option in Windows, AMD or PUBG itself?

It's only laggy in PUBG; in Valorant, I have 700 FPS and it's smooth.
