Mickey: 4080 Super, High Idle Frequency

It looks like my 4080 Super is idling at 2565.0 MHz and consuming unnecessary amounts of power when idling. I'm sure in my ongoing quest to improve frametimes I probably disabled a power setting I shouldn't have. Unfortunately I didn't document every change I made. Anyone have any idea what power setting changes GPU idle clocks?

I tried switching the Windows power plan to one that hasn't been changed at all. I also tried restoring the Nvida control panel global defaults.
