So I have this issue where my browser stalls randomly for like 10 seconds every 10-15 minutes. Everything just stops working. Videos stop playing, going to a new page doesn't work, etc. Then it all resumes at once and everything works perfectly fine until it stalls again. One thing I noticed is that my System process goes up to like 15-20% CPU usage during the time that it stalls and then drops back to its usual 1%-ish usage.
